Check the brake fluid resevoir level. Light could indicate the fluid is low.

Did you recently do any work on the brakes? Agree with above ^ you could have lost a little fluid recently or maybe have some air in the line(S), if you cracked the lines open.
Marine because.

Your EBCM electronic brake control module is underneath the drivers side frame rail.Check and see if there is any whining coming from that.

Yikes, the only things that come to mind is either the ABS control unit could be malfunctioning (muy expensivo) or you might have a bad wheel speed sensor(s) or the wires to the wheel sensor(s) are shorting out. The wheel sensors are where I would look next. If the wires are broken, shorted, etc. then the ABS won't function correctly. BTW, the pulsing is the ABS unit kicking in to prevent brake lock-up probably because it senses a locked wheel (hence the wheel sensor) incorrectly. Hope that is all it is...that ABS control unit ain't cheap ($500+). Check the wire connectors to each wheel... wiggle them around, take them apart and clean and see if the light goes out. I'm no master mech. either but my dad was/is and I learned from him.

As BBrown stated..

Your ABS system needs some attention. When it fails, you still have brakes, but the ECM can not control braking on each wheel or the anti-locking system... That is why it works, but initially had no pulsing... Then started working, but pedal went to the floor. The pedal to the floor means your losing hydraulic line pressure somewhere... Could be on just one wheel...

Normally, if the speed sensors fail, you will get a code... I'm not sure why you do not have any codes... I'm confused...
