In my state we don't have emissions tests and our inspection consists of windshield condition and do all your blinkers brakes tail lights headlights work.... and usually its just brake lights... you should see my windshield and I still passed inspection.

Yes that "thing"! Haha what do I do with it? Leave it, gut it, or remove it? I'm from Az, don't know if that would mess with emissions.

... can take the pipe off the back of the cat and try bashing all the guts out then rev the engine to get all the busted guts out or my favorite is remove the cat and blow air from a compressor opposite the flow of exhaust and that should clear out enough of the carbon and other cr@p

you shouldnt have a problem. Just make sure your u bolts have enough thread to tighten them back down after you remove the blocks.

It just looked rubber to me. I don't want to go extreme, just lower the back 2 1/8" and thats how tall the block is, so I was wondering if I could remove it without causing issues

It shouldn't be rubber, it's likely cast. You can remove it and you can also de crank your front torsion bars, to lower the front a bit. If you seach Google or even Ebay, I believe there are lowering kits out there for 4x4 99-07 trucks. There are ...
