Ac compressor clutch always running

I have a 1999 Chevy k1500 and recently changed my compressor. I noticed one day while driving that I didn’t have as much power as I normally do. I had the air off and the windows down. When I got home I left it running and looked under the hood to find that the clutch was running. The air was off and everything. So I need to know what to do. Is it supposed to always be running? I don’t think so, but could be wrong. It doesn’t cycle on and off it just constantly runs. Any help??

Were you on defrost for heater control?
