06 OBD2 won't communicate has power to pin 16

I have an 06 Silverado 1500 5.3L Vin T. I have a check engine light on and when I try to read the code I get won't communicate with vehicle. I have replaced the CIG fuse and verified there is power to pin 16 and good ground to pins 4 and 5. There is very low voltage to the "signal wire" pin 2. It should be 5 volts but it is 0.3 volts.
This site shows a lot but I don't know what the diagram means S1 through S9 or whatever. Where are these splice bars located and how in the world do I do the tests they suggest?

Do you have a tune on the truck or aftermarket radio?

No tune as far as I am aware of. I just got the truck a week ago. I already disconnected the radio and no change in communication. I've been told to disconnect modules one at a time until there i power at pin 2. Does anyone know where every module is and how to do the disconnection in a proper order? Also, it has been suggested that the signal wire to pin 2 might be "pinched" somewhere. Does anyone know where to measure conductivity near or at the PCM?

Do your 12v outlets have power?
When you pulled the radio, did you pull the "chime box"?

No I didn't know there was a "chime box" where is that? Also, my truck does not chime. I will check the 12v outlets. Thankis

I missed that you have power, sorry about that.

If you have a aftermarket radio and the chimes work, you should have a box on the radio harness, but you can also buy a harness and not have the chimes. If you don't have working chimes then it's either a bad box or who every replaced the radio didn't spend the extra $ to keep the chimes.


What scanner are you using? I have a bluetooth scanner that will work with my phone and tablet. If I use it with my android radio it said it can't talk to the ECM. Radio is a 4.4.4 and the tablet was also 4.4.4.

When my chime box died it caused the volt gauge to stop working and power door locks to stop working. It can do strange things.

Yes I have power to pin 16 (the power to the scanner) I also have good grounds at pins 4 and 5. Pin 2 (which is the signal from the ECU) has very low voltage. I'm using a good OBD2 reader that works on every vehicle I've ever used it on. Worked perfectly on my 2001 S10.

I know this is a old post. Did you ever find your solution? This is the same exact thing that is happening in my truck and I can not seem to track it down. Pin 2 is showing .3 volts, pins 4 and 5 ground and pin 16 I have power.
