10k is a dick move, just saying. if you don't fully understand optics, you have no idea what you're wanting to do. 10k is going to be moving towards the purple spectrum. And you'll blind the hell out of oncoming traffic, not because it is too bright, but because of the brightness combined with a light color that is very hard on the eyes, especially when at that level of brightness, and at night. If you've ever gotten a headache from a computer monitor at work, you'll be in that range, but 1000x stronger.
If you want the blue look, just get 6000k, which is still somewhat of a dick move, because the color of your lights should be what you want them to look like, but what gives the most light on the road without disturbing other traffic. The higher the Kelvin rating, the less visible light you'll get...meaning it may look bright, when it's really the color of the light that makes you squint, not the brightness. So oyu'd have less light on the road in front of you.
Also, cops have mostly let people get away with whatever for lighting these days, but I'd be surprised to see one not be upset if he passed you at night and got blinded. And if you ever get into an accident, count on those lights being pointed out as being modified safety equipment, which is not allowed, but generally not enforced...until it is, and at that point, you could theoretically be stuck on the road, if a cop decided it was unsafe and doesn't let you drive with them on.
So do what you want, but you'll just piss people off on the road, and hopefully not cause an accident.
