how much is above the bung hole? Flush, recessed, or some sticking out of valve cover?

 

It’s recessed into the hole.

For some reason it won’t let me upload the photo but the plastic is recessed into to hold about a 1/2 inch

Take some measurements and hit up Home Depot or Lowes. Get a lag bolt to bite in it and use the lag bolt to work it out.
