Found this clip on floor directly under steering wheel. Could not see where it went, now truck is stuck in park. Is it upper shift cable clip or brake lockout holding clip? Any help will be appreciated. 99 Silverado.

That looks like the clip for the brake light switch. If the switch is out of place it won't shift.
