It could be a module, but the safest way is to actually check the wiring and make sure it is not shorted to ground. It could be any component on that circuit as well.
In that case, check the wiring harness to make sure it is not damaged. If the only thing on the circuit is the module, and the wires are not damaged, it's a safe bet it's the module itself.
No, I do not. My guess would be under the dash somewhere. You should get a complete wiring diagram to make it easy and save money.
