I've never heard of a shock absorber being welded in place, not unless we're talking about real heavy duty applications.

If by crooked, you mean it's not straight up and down, then no, it's not bad. Looking at the rear underside, you should see most of one, usually on the left, and a little bit of the right side.

I'm assuming you mean the shock mount was welded to either the axle or the frame. The shock is usually not straight. As mentioned above, pictures would help a lot.
