Reinstall it on the pillar and pull on it to pull out a touch more strap. Might have to really pull to get it started. This tightens the roll inside and it should release. The roll loosened and no more strap will fit in the housing so that is what your doing by pulling on it to tighten the roll. Next time put a clip on the belt to keep the strap from retracting.
