Flat towing 4K without brakes on it is unsafe. In fact, in 40 states it is illegal. You can always rent a tow dolly with a braking system, or buy your own dolly. They also make systems where you can operate your towed vehicle's brake system but they are a pain in the butt.

In Texas the limit is 4500 pounds. You can go up to 15,000 pounds but you have to tow at 30 MPH or less, and both vehicles must have an operable emergency/parking brake.
