You're not going to gain any gas mileage or reduce sluggishness from just a tune when going from 30.5's to 33's. In fact you'll lose mileage still due to rotational mass and pushing more air being taller.

Lift with larger tires without a regear is silly. That alone could save a little bit of gas mileage and bring power back. But at the end of the day if you're worried about gas mileage then return the truck to stock height and just drive it.
